Participants | Following the announcement in the Official Journal of the European Union, eleven architecture offices and four alternates were selected to submit proposals. Selection was based on technical and professional criteria, proof of requisite professional qualifications and the declaration of execution of planning services of phases 2 to 9 following § 33 HOAI or similar specifications for a project with a total construction budget of 5 million euro or more (KG 300 and 400 or similar) as well as planning services of phase 1 to 5 following § 33 HOAI or similar specifications for a project with a total construction sum (KG 300 and 400 or similar) of 10 million euro net. Seven architecture offices were invited by the competition sponsor in advance of the open application procedure.

Participation eligibility | Eligible to participate were the seven architecture offices invited by the competition sponsor as well as the eleven other offices selected on the basis of the EU-wide application procedure and subsequent lottery. Legal entities were required to name a legal representative responsible for the competition services. Legal representatives as well as the declared authors of the competition submissions must fulfill the requirements made on individual persons participating in the competition. Eligible are individual persons who are at the time of the competition publication legally certified architects in their home countries. In cases where the professional title of architect is not legally regulated, a university title or similar evidence of qualification is adequate as long as the requirements stated in the Guideline 2005/36/EG (EU-professional qualification guidelines) are met.
