Current statusOn September 6, 2019, the jury of the international architectural competition unanimously selected the best architectural design project for the future Babyn Yar Holocaust Memorial Center. The winning project is authored by the Austrian office – querkraft architekten in collaboration with the landscape architect Kieran Fraser Landscape Design (Austria). Based on their proposed design project, the first Holocaust tragedy Memorial Center in Eastern Europe located at the site where the tragic events took place in 1941-1943 will be built in Kyiv.
Competition TypeThe international design competition is organized as an anonymous, two-stage project competition with an open pre-qualification procedure.

The languages used in the competition are English and Ukrainian, both enjoying equal status. However, in case of discrepancy between the English and the Ukrainian version of the present document, the English version shall be binding.
Principles and GuidelinesThe competition rules are based on the UNESCO Standard Regulations for International Competitions in Architecture and Town Planning, as well as the “UIA Guidelines for design competitions in architecture and related fields” as of July 2017, published by the Union Internationale des Architectes (UIA).

The Competition Rules are governed by the following basic principles: equal opportunities for all candidates (also during the pre-qualification period); assessment of applications exclusively in accordance with clear, pre-defined and non-discriminatory selection criteria; assessment of the submitted concepts in both phases by an independent jury; and anonymity of candidates in both stages.
CompetitorsOn January 31, the following 10 architects or groups of architects or architect associations (bureaus) were selected and have chosen the landscape architects as their partners in the competition.
Based on each entry’s merit in Stage 1, the jury selected 5 of them to be advanced in Stage 2.

EligibilityEligible for participation are individuals who, on the day of the announcement of the competition and pursuant to the legal provisions of their country of residence, are entitled to use the occupational title “Architect” and work independently as freelancers. Individuals from countries where the occupational title “Architect” is not subject to statutory regulations are eligible, provided that they hold a degree or submit any other evidence of qualification or practice permitting them to exercise as architect in their country of residence.

Also eligible for participation are architect associations (bureaus) formed of individuals and legal entities that include at least one person eligible according to above stated paragraph. Legal entities are only eligible in such associations (bureaus) if their statutory objectives include planning activities relevant to the competition task. Legal entities and architect associations (bureaus) must name a single authorized representative who will be responsible for the fulfilling of the competition requirements according to above stated paragraph. The authorized representative as well as all authors of competition entries must meet the eligibility criteria applying to competitors. Notwithstanding the designation of a single authorized representative, each member of any consortia shall be jointly and severally liable for any submission from its consortium.
Honoraria and PrizesThe promoter will provide the net amount of approx. Euro 165,000 (net) for honoraria and prizes for services rendered.

Each participant in stage 1, who submits a detailed and assessable design concept in accordance with the requirements laid down in the competition brief, will receive a flat-rate fee of Euro 10,000 (net) as compensation for the expenses incurred.

In addition, each participant who advances to Stage 2 and submits a detailed and assess-able design concept in accordance with the requirements laid down in the competition brief will receive a second flat-rate fee of Euro 10,000 (net) as compensation for the expenses incurred.

A total of Euro 45,000 (net) shall be awarded as prizes in Stage 2 with the following distribution:

1st prize: Euro 20,000
2nd prize: Euro 15,000
3rd prize: Euro 10,000
