Competition siteThe project site is a 9.8 ha area located in Pechersk, a district in city center of the Ukrainian capital Kyiv. The site is situated at Ivan Mazepa St 28-30, 3.5 km south of Khreschatyk, Kyiv's main street, on the western bank of Dnipro River. It is located within the borders of an architectural conservation area that comprises the old Pecherska Fortress, defensive constructions (ramparts, bastions) and, bordering the site to the east, the Kyiv Caves Monastery, or Kyevo-Pecherska Lavra, an ancient monastery complex that is listed as a UNESCO World Heritage. Project contentThe subject of the competition is
1) to develop a master plan for the approx. 9.8 ha Cultural-Art and Museum Complex "Mystetskyj Arsenal" under incorporation of the early 19th century Arsenal building and the historic and protected rampart foundations.
2) to present the design of the new buildings and facilities of this culture district:

ProcedureThe competition is organized as a restrictedly open international project competition run in two phases where phase 2 will be conducted cooperatively. In phase 1 with 26 participants, the procedure is anonymous, while in phase 2 with approx. 7 participants anonymity will be lifted. The competition was preceded by an open international pre-qualification procedure.

Competition fee for each participant of phase 2: Euro 40,000.

On prior consultation, participants in phase 2 will additionally be reimbursed for the travel expenses incurred by two persons attending the phase 2 participants workshop.
No other expenses will be reimbursed.
Participants26 teams of architectural practices are invited to tackle the competition task. 21 of these were chosen by a selection procedure preceded by an open application procedure, while the remaining five practices were invited beforehand by the Promoter.

On Thursday, March 27, 2008 the selection committee met in Kyiv and settled on 21 participants from 13 countries, complementing the 5 pre-selected offices to an overall of 26 participants. 133 offices from 24 countries submitted their applications.

The announcement of the competition was February 14, 2008.
The deadline for application was March 22, 2008.
