Latest news | October 2016: Vietnamese-German University Breaks Ground![]() Members of the winning architects Machado Silvetti Associates attended the ground breaking ceremony in Binh Duong Province on October 6th, 2016. Representatives from the World Bank, the Vietnamese Ministries of Education and Training, International Sponsors from the State of Hessen, German, Local Officials, University Leadership, Staff and students were in attendance. Machado Silvetti Associates was also joined by their international collaborators HGCC, Arup, Langdon Seah, Grant Associates and MCA Landscape Design. Construction of Phase One is expected to be completed by 2018 and includes the administration building, exhibition hall, lecture hall, food court, library, ceremony hall, dormitories, sports hall and laboratories. The design contest for the new Campus of the Vietnamese-German University near Ho Chi Minh City in Vietnam has been decided in mid-2013. The contract for the general planning services has been awarded to the winner of the first prize in the design contest, Machado and Silvettti Associates Inc., Boston/MA,USA. Project background | For the country’s rapid and sustainable economic development, the requirement of training high-quality human resources has become the core mission of the whole nation and the education and training sector in particular. To deal with this requirement, the Government of Vietnam has issued many policies and guidelines with long-term vision to develop Vietnam’s Higher Education. Higher education contributes to economic development. Building a higher education system in Vietnam that is innovative, responsive to the demands of the market and of high quality is essential to the economic growth and development of Vietnam. The Government of Vietnam has requested the World Bank to provide continued support for Vietnam‘s higher education agenda, recognizing the success of past collaboration in the sector. This is all the more critical at a time when Vietnam, having acceded to WTO membership, is looking to develop a skilled population, with a strong knowledge base, that will position the country well for economic expansion and further integration into the global economy. “The New-Model University Project” is an integral part of the World Bank‘s ongoing support to higher education and is a major priority for the Government of Vietnam in catalyzing further reform. It will not just create a new science and technology university that will produce the type of highly qualified graduates needed in the labor market; it will also explicitly test the reforms currently taking place in higher education and demonstrate lessons and provide guidance to other universities as they develop more autonomy in the areas of governance, financing, and quality. The Vietnamese-German University (VGU) is one out of four universities within “The New-Model University Project”. There are a number of partner institutions of VGU from Germany, including the German Federal Ministry of Education and Research (BMBF) and the Ministry of Higher Education, Research, and the Arts of the German state of Hesse (HMWK). | ||||||||||||||||||||||
Project description | The Building Project of the Vietnamese-German University/VGU includes 4 components with the contents and tasks of developing and issuing policies and mechanisms, and developing facilities and equipments, following: - Component 1: Policy and Regulatory Framework; - Component 2: Academic and Research Development; - Component 3: Campus and Facilities Development; - Component 4: Project Management, Monitoring and Evaluation. The new VGU campus is located on 50 hectares of land in Binh Duong Province, Vietnam. It will have characteristics of a new model university by adopting design principles and standards from leading universities in the world, preference to design principles and standards of Germany and Europe, with consideration to the conditions and standards of Vietnam. In addition, it will also feature some of contemporary environmentally-friendly and sustainable design guidelines, materials and technologies during construction. The campus will consist of 5 main areas: (1) academic and research, (2) science park, (3) sports and support services, (4) student and (5) faculty housing. The seven initial academic clusters included as expected are: electrical engineering, civil engineering, biotechnology, process engineering, computer science, chemistry/forestry, and business administration. The campus will be built in two phases with total area of approx. 327.288 sqm floor area providing capacity for 5.000 students in this first phase (up to 2017) with a construction scale of approx. 134.550 sqm.The envisioned phase 2 will be built for 12.000 students with a construction scale of 192.738 sqm (up to 2020). It is asked for to design the complete new campus VGU and its facilities with a Gross Floor Area of 327.288 sqm at this competition. Site | The competition site is located approximately 50 km northwest of Ho Chi Minh City in the new urban area of My Phuoc in Thoi Hoa Commune, Ben Cat District in the northern part of Binh Duong Province. The area of the competition site measures approx. 50.5 ha. It is bordered by Ring Road 4 to the north, existing settlements to the south and southeast, the National Highway 13 (Binh Duong Avenue) to the northeast and road D4 to the west. The new urban area of My Phuoc is rapidly developing with industrial complexes and large residential projects in the immediate surrounding of the site. Consulting services | The General Design Planning Consultant has to provide a professional team/sub-partners to deliver the design and construction design of the new 50.5 ha VGU Campus and its facilities with the following disciplines: • Architecture and Urban Design • Civil Engineering including Infrastructure Engineering • Building Engineering (MEP) • Lighting Engineering • Landscape Architecture • Acoustic Engineering Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The General Design Planner consultant may associate under the lead of the architectural or urban consultant, which shall be an advantage at the selection. The appointed Consultant must provide the service for the period from 02/2013 till 11/2017 in all disciplines and for the following planning stages according to the Vietnamese building and construction law: • Schematic design development/master planning scale 1/500 (for phase 1 and phase 2) • Basic design/planning application (for phase 1) • Construction documentation (for phase 1) | ||||||||||||||||||||||
Selection procedure | A Consultant will be selected in accordance with the Quality Based Selection procedure (QBS) under Word Bank regulations and with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised in October 2006 and May 2010 which can be found at the following website: www.worldbank.org/procure The Client will short list six general planners having submitted their expression of interest. Design contest | The selection procedure will comprise a design contest. With their proposal the shortlisted consultants will be asked to prepare an urban design proposal for the new VGU Campus, complemented by a design proposal for selected buildings. | ||||||||||||||||||||||
Eligibility | The authorized representative as well as all authors of design proposals must meet the eligibility criteria as defined in the World Bank Guidelines and the Request for Expression of Interest. | ||||||||||||||||||||||
Prizes | The client will provide the amount of 150,000 USD (including taxes) for prizes in respect of services rendered in preparing the design proposal. This sum will be distributed among those competitors having submitted the requested proposal. The following prizes shall be awarded:
